Using the Hartle-Thorne slow-rotation formalism to model the neutron star background and a perturbative treatment of the Chern-Simons coupling $α$, we derive the modified Regge-Wheeler equation governing axial gravitational perturbations and compute the resulting polarization-dependent phase shift.
