We prove Yau's number-theoretic conjecture on positive integral points in real right simplices in every dimension $n\ge3$, and apply the resulting sharp polynomial bound to quantum harmonic oscillators. The lattice-point bound holds for every choice of positive real intercepts for which the count is nonzero, with equality precisely when all intercepts equal the same integer. For oscillators in dimensions $n\ge3$, we obtain explicit upper bounds for eigenvalue counts and spectral remainders for arbitrary positive frequencies at every threshold at or above the lowest eigenvalue.
