Arithmetic Siegel--Weil formula on the product of modular curves

We prove the full generating series arithmetic Siegel--Weil formula on the product of two modular curves, with arbitrarily singular coefficients. This is the case $\operatorname{GSpin}(2,2)$ in Kudla's program.
